(PORTLAND, OR) — A school board member who led a now-defunct neighborhood watch group is charged with pepper-spraying a 15-year-old girl she mistook for a prostitute.

Police said the girl was waiting for a bus Tuesday afternoon when Parkrose School Board member Jennifer Young drove past her twice and snapped a photograph.

The worried girl walked to a nearby market to find her mother and Young followed, Officer Tracy Bertalod said.

The girl’s mother told police she approached Young’s car and asked for the film, but Young instead took the mother’s picture, rolled down her car window a crack, sprayed the daughter and tried to spray the mother.

Young, 40, is free on $2,500 bail pending arraignment July 6 on an assault charge. She did not answer a faxed request for comment Friday.

Bertalod said Young was head of a neighborhood watch group that was recently disbanded, and has been warned in the past to stop confronting people she suspected of criminal activity.
